Professional Experience:

Betsy J. Johnson has more than two decades of experience representing public entities, utilities, municipalities, and landowners in eminent domain, land use, regulatory, and real estate matters. She began her legal career in Honolulu, Hawaii, where she focused on construction and employment litigation and corporate transactions.

Ms. Johnson later served for more than eight years as an Assistant Attorney General in the Transportation Division of the Texas Office of the Attorney General, where she handled eminent domain litigation, construction disputes, contract procurement and negotiation, administrative hearings, sovereign immunity and ultra vires matters, appropriations disputes, and state appeals. She subsequently joined Davidson Troilo Ream & Garza PC, where she represented a broad range of clients in eminent domain, municipal, and civil litigation matters.

Ms. Johnson joined Grable Martin PLLC as a member of the firm’s eminent domain and right-of-way practice group, where she continues her practice focusing on condemnation for transportation and utility projects, municipal representation, administrative and regulatory litigation, and real estate acquisition and conveyance. She has appeared before Texas courts, the State Office of Administrative Hearings, the Public Utility Commission of Texas, and the Texas Commission on Environmental Quality, and also serves as Special Counsel and Special Eminent Domain Counsel to various regional authorities, utility districts, and municipalities.

Personal Story: 

Betsy J. Johnson spent more than two decades building her legal career across Texas and Hawaii, after earning her Juris Doctor, cum laude, from the William S. Richardson School of Law and her undergraduate degree in economics from the University of Hawaii. She began her career in Honolulu, where she practiced construction and employment litigation and corporate transactions before ultimately returning to Texas, where she went on to serve more than eight years as an Assistant Attorney General in the Transportation Division of the Texas Office of the Attorney General.

Her career has since been defined by a deep commitment to public service and infrastructure, representing public entities, utilities, municipalities, and landowners in complex eminent domain and real estate matters throughout Texas.

Outside of work, Betsy enjoys low-key downtime—watching shows, listening to music, reading, and taking on the ever-evolving renovation of her home. After living in Hawaii for 20 years, she returns as often as possible and can often be found spending winter days on the North Shore beaches.
